You can donate them to a thrift shop, where they are sold for re-use.

You can sell them through a consignment shop.

It's tricky dealing with old, worn out rain boots, though, as they could be made from either rubber or other man-made materials, like GORE-TEX®, vinyl (PVC, plastic number 3), or a number of synthetic rubbers, that are not readily accepted by your local recycling processor.

Some people use them as planters for the flower bed or porch.
