Do not throw expired boat flares in the garbage! 

Call your local fire department or your local U.S. Coast Guard Auxillary. The Coast Guard Auxillary can use them for training purposes.

NOTE: As long as you have 3 unexpired boat flares on your vessel, you can keep the expired ones. Chances are the expired ones will still work. Use them first.
