Plastic and wax linings are used when paper cups are manufactured to prevent them from becoming soggy and collapsing as you sip. That makes it too difficult to separate them during the paper recycling process.
Very few communities accept paper cups for recycling, since a specialized process must be put in place in order to do so.
It can take many years for them to breakdown in landfill, so the best solution is to avoid using them whenever possible.
