They can be put in the garbage; however, it is good practice to always cut the rings open so an animal can't get tangled in them.
Take care to dispose of them appropriately, so they don't end up in the waterways and other public places (where they might harm animals or marine life).
NOTE: These rings, made of plastic #4 (LDPE), can be recycled where low-density polyethylene resin is accepted.
